what the hell is this all about?

So this was on the back of a menu I mailed out. An Asian lady ordered the menus, and I know for a fact that Asians printed it. So what's up with the buck teeth etc? Are they maybe Koreans making fun of Chinese? Or is this an ironic kitsch thing, sort of like the black people who collect old 'mammy' looking dolls? ??? I don't get it. Yikes.
